I don't have Paintshop Pro or anything so I can only draw and scan. But here's a tutorial for anyone that wants to see mine.
First ya start of with a blank piece of paper, (Duh!!!). Then I draw the shape of an eye. I always make sure to draw lightly. Like so:

Next I draw in the rest of the eye:

Now I draw in the eyebrow, making sure it's not too close to the eye and not to far above it:

The I start drawing the nose, going from the top down, and a short space away a line for the nostril:

Next to the nose, I draw in the other eye, and the eyebrow which connects with the top of the nose line:

After that I draw in the mouth, first the upper lip. Then the lower lip, I only start the outline of the lower lip and then leave it, I'm not really sure why:

Then I draw the outline of the right side of the face, starting above the right eyebrown and working down to the chin:

Next I draw the neck and the right shoulder:

Then I draw the left neck and shoulder, and put a line under the chin for shading:

Next I draw in the hairline, the right side curves toward the face so that it looks pulled back. On the right I stop above the edge of the face:

Now I draw in the ear, and a piece of hair to cover up the weird looking space between the ear and the rest of the face (one of my weaknesses!):

Then I draw in the the rest of the hair, I had no idea what to do here, so I kinda made a weird looking civil war era hair do,....well....almost:

Now I erase the lines inside the hair:

Finally, I darken the lines, and draw in the eyes, the eyebrows, and the shadow under the chin:

And that's it!!! Now you have a picture of mine. Not the best tutorial, but don't be upset, it's my first.
